Home Care for the Elderly (HCE) Program

The Home Care for the Elderly (HCE) program provides assistance to older adults 60 and older and their caregivers in family-type living arrangements within private homes, as an alternative to institutional or nursing home care.

A basic subsidy averaging $160 per month is provided for all program participants. This payment is for support and health maintenance to assist with the cost of housing, food, clothing, and medical or dental services and incidentals not covered by Medicaid, Medicare, or any other insurance. Special subsidies may also be authorized for some clients that are not enrolled in the Statewide Medicaid Managed Care Long Term Care program and can be used for: incontinence supplies, home health aide services and other services to help maintain the individual at home. Case management services are provided when needed, as needed.

To be eligible for HCE the client must meet the following criteria:

  1. Age: Be sixty (60) years or older.
  2. Be a current resident of the State of Florida with the intent to remain in the state.  
  3. Meet the program criteria for functional and financial eligibility. 
  4. Have a caregiver that:
    • Is 18 or older that is physically present to provide supervision and assist in arrangement of services for the client;
    • Lives in the home with the client or have alternative arrangements for care to be assumed temporarily by another adult;
    • Be without record of conviction of abuse, neglect, or exploitation of another person; and 
    • Successfully completes and maintains compliance with Level II background screening requirements, along with all other applicable program standards.
